Overview

ENGAGE IMS/CAD suite is an integrated Call-Center solution for public & private safety organizations providing all the tools for call & incident management, computer aided dispatch, operational resource management and disparate crucial information data integration. It allows seamless interconnection of control centers and the field by deploying mobile dispatch capabilities on smartphones, and tablets allowing field personnel to update event details, access databases, and exchange rich media messages.

Based on a highly modular and reconfigurable S/W platform and a reliable, distributed Event Driven architecture, ENGAGE supports comprehensive incident control and dispatching for Public Safety offering an unmatched combination of speed, reliability, and features adaptive to highly complex communication environments.

Suite Capabilties

Call Taking

Any regular or emergency call is processed through ENGAGE as Call-takers benefit from streamlined tools to field calls, create and update events. Even before the call is answered, the system displays the caller's number, the number called and the service the call should be directed to- if the system covers multiple emergency or service numbers.

Incident Management & Dispatch

Allows personnel to manage the whole incident life-cycle, assign and dispatch resources and execute measures according to Standard Operating Procedures (SOPs). Dispatchers and supervisors taking into consideration the nature of the incident, its location and time constraints identify and dispatch the nearest and more suitable resources.

Operational Resource Management

The Operational Resource Module (ORM) provides the capability to register, plan, allocate and assign resources (personnel, vehicles, air assets, or maritime resources) to specific incidents. The Resource Allocation functionality combines and analyzes the suitability of one or more resources based on resource responsibility area, capabilities and incident location proximity.

Duty Rostering

Enables the management of resource shifts supporting both personnel-based and vehicle-based staffing. Staff rosters are generated according to user and agency department specified rules and organized into sequences of cycles which can be automatically replicated into the future.

Resource Tracking

Inheriting all Autotrack capabilities it monitors resources, such as vehicles, vessels, aircrafts and personnel by offering seamless integration with multiple tracking technologies (AVL, AIS, LRIT etc.) over multiple communication bearers (3G/4G, TETRA, VHF etc).

In addition it supports the interconnection with various vehicle sensors (fuel level, water tank level, driver identification, impact etc.) and even with specialized vehicle navigators for two way information exchange.

Radio over IP

Unifies voice communications between ENGAGE operators, mobile phones and VHF/TETRA radios. A Push-to-Talk interface with a radio system controller attached to a dispatcher workstation offers reliable communications with personnel and operators in control centers.

Mobile Data Integration

Provides field personnel access to critical information and allows seamless interconnection of control centers and the field. It enables organizations to deploy mobile dispatch capabilities on laptops, smartphones, and tablets and allows field personnel to update event details, access databases, and send and receive rich media messages (photos, videos).

Analytics & Reporting

The embedded reporting and analytics engine, lets you easily run and export preconfigured reports for incident monitoring, response times and other performance indicators. Organizations can access, analyze, and report on large volumes of data, providing the insight to improve operational planning, performance, and decision-making.

Fire Service Edition

Fire Services are challenged with the need to provide more efficient service delivery including the support of front line operations through the use of more intuitive, sophisticated and relevant technology. The business case for technology should be focused on providing an end-to-end capability with integration between front line operations, duty management and seamless connectivity to back office systems. The ENGAGE Fire Service Edition is based on the Core product on to which additional modules are introduced.

Forest Fire Danger Rating

This service provides map layers of indices of the Canadian Forest Fire Danger Rating System, which is recognized as one of the most trusted indicators for fire danger mapping. The following indices are provided from weather forecasts:

  • Fire Weather Index - FWI
  • Fine Fuel Moisture Code
  • Drought Code

Forest Fire Simulation

A Web service that predicts forest fire front based on Rothermel's equations under the influence of the various terrain and meteorological conditions that affect fire spread, intensity and direction. The service can be accessed from the ENGAGE interface and is designed or use by trained, professional wildland fire planners and managers familiar with fuels, weather, topography, wildfire situations, and the associated concepts and terminology.

Earth Observation Products

This service consists of additional modules that enable the interconnection with a Eumetsat receiving station and the processing, visualization and production of alarm notifications for a number of Earth Observation products. Interconnects, processes and displays information from:

  • Eumetsat products (Grib1, Grib2, HDF5, NetCDF, BUFR) as map layer overlays
  • Historic Eumetsat products
  • Meteorological forecast data providers
  • Active Fire Data

Unmanned Aerial Systems Integration

The Integrating unmanned aerial systems (UAS) into the public safety services has the potential to increase the capabilities of emergency response and disaster relief while protecting pilots from dangerous environments. This module allows seamless interconnection of UAS ground control system information (tracks, video) with control centers.

Emergency Medical Service Edition

The Emergency Medical Service is a technically specialized and highly effective system for treating life-threatening and other conditions prior to arrival at a hospital. It provides the arrangements of personnel, facilities and equipment for the effective, coordinated and timely delivery of health and safety services to victims of sudden illness or injury. The ENGAGE suite can scale to support everyday incidents as well as Mass Casualty ones by providing additional modules to the cores one for Hospital Availability and Patient tracking and coordinated multi-agency response.

Hospital Availability

The hospital availability module consists of various components which manage and track status updates on patients or medical resources and communicates this information via suitable messaging to the Emergency Management Services and Health Crisis Coordination Center. upon requests or at specific time intervals. The module complies with the EDXL-HAVE standard managing:

  • Bed Capacities
  • Facility Status
  • Coverage Status
  • Emergency Department Status

Patient Tracking

Compliant with the EDXL-TEP standard, this subsystem facilitates the exchange of emergency patient and tracking information from patient encounter through hospital admission or release. Patients are registered via the ENGAGE Mobile application allowing patient tracking across the emergency incident continuum of care, as well as evacuations from hospitals and day to day hospital patient transfers and provides real-time information to the emergency responders, emergency management coordinating organizations, care facilities involved in incidents and the chain of care and transport.

Coast Guard Edition

Vessel Tracking

Inheriting all Autotrack capabilities it monitors resources cooperative and non-cooperative vessels by collecting, processing and displaying real time vessel tracking data received from vessels' AIS transponders.

Abnormal Vessel Behavior

The Vessel Abnormal Behavior Detection Engine is implemented using an Event Stream processing architecture in order to identify and analyze motion patterns of vessels that indicate an unwanted ongoing situation. It combines geospatial data from different and distributed sources of information to infer events or patterns that describe the current situation. The goal is to identify meaningful events (such as behaviors or threats) by analyzing data streams in real time and respond to them as quickly as possible.
